Understanding the Florida APD Application Process
Applying for services through Florida’s Agency for Persons with Disabilities can feel overwhelming. The process involves more than completing an application. Families must also submit documentation that clearly supports the applicant’s diagnosis, daily support needs and eligibility category.
The following BBA reference guides are designed to help families understand four important parts of the APD process: diagnosis documentation, application deadlines, crisis requests and waiver priority categories.
Start With a Complete Documentation Packet
APD’s review timeline generally begins once the agency considers the application complete. A complete application must be signed and dated, answer all required sections and include documentation supporting a qualifying developmental disability. APD may request additional records or assessments when more information is needed.
For applicants applying under autism, families should provide both diagnostic testing and supporting records. Supporting documentation may include IEPs, school testing, medical records, therapy notes, psychological evaluations and adaptive testing. APD may request information beyond the documents listed in its general guidance.
The autism diagnosis must also come from an appropriately qualified professional, such as a Florida-licensed psychologist, psychiatrist, developmental pediatrician or qualified pediatric neurologist.
For applicants applying under intellectual disability, the documentation requirements are different. Families generally need evidence from three areas:
Cognitive or intelligence testing
Adaptive-functioning testing
Supporting school, medical or therapy records
The records must show that intellectual-functioning and adaptive-behavior limitations occurred before age 18 and are reasonably expected to continue indefinitely.
An autism assessment such as the ADOS-2 does not establish intellectual disability by itself because it does not measure intellectual functioning or adaptive behavior.
Know the APD Response Deadlines
Once APD receives a complete standard application for Categories 3 through 7, the agency generally has 60 calendar days to make its determination. Applications involving an applicant who meets Category 1 crisis criteria must generally be reviewed within 15 calendar days. APD should also provide immediate confirmation that the application was received.
The 15-day crisis deadline applies to APD’s eligibility determination. It does not guarantee that waiver services will begin within 15 days because Medicaid, level-of-care and enrollment requirements may still need to be completed.
Families submitting a crisis request should include clear supporting evidence. This may include medical records, incident reports, caregiver statements, provider documentation and records showing an immediate safety or caregiving risk. Simply selecting the crisis option does not automatically establish crisis status.
Understand the Priority Categories
After eligibility is established, APD assigns the applicant to a pre-enrollment priority category for the iBudget Medicaid waiver. Category 1 is the highest priority, and Category 7 is the lowest. When an applicant meets more than one category, APD must assign the highest qualifying category.
Priority categories consider circumstances such as an immediate crisis, child-welfare transition, serious foreseeable need, an aging caregiver, school transition, the applicant’s age and whether another caregiver is available.
