Navigating Florida’s Agency for Persons with Disabilities (APD) system can be overwhelming for families, especially when they are trying to understand eligibility requirements, gather years of medical and educational records, respond to documentation requests, and determine where their loved one may fall within APD’s pre-enrollment priority system.

BBA Solutions provides APD consulting, case organization, and advocacy support to help families approach the process with a clear, well-documented case. We work with families to review diagnoses, evaluations, IEPs, medical records, behavioral documentation, and other supporting information; identify gaps that may affect an application; and develop an organized plan for moving forward.

Our services are structured around three stages of the APD process: case readiness, APD application and pre-enrollment, and crisis waiver enrollment requests. Depending on the family’s circumstances, BBA can assist with preparing and organizing the APD application, coordinating supporting records, tracking the application process, preparing families for APD assessments, and helping them understand the written eligibility and pre-enrollment decision.

For individuals who are determined eligible for APD services, Florida uses a seven-category pre-enrollment priority system for the iBudget Medicaid waiver. Category 1 represents individuals experiencing a qualifying crisis, while the remaining categories address circumstances such as child-welfare transitions, serious foreseeable needs, aging caregivers, school transition and employment needs, and individuals who do not meet a higher-priority category. Understanding these categories—and documenting the circumstances that support the appropriate category—is an important part of building a complete APD record.

When a family is facing an immediate and documented crisis, BBA can also assist with developing a Crisis Waiver Enrollment request. This may include organizing medical and provider records, creating an event timeline, preparing caregiver information, identifying evidence of immediate risk, and presenting the documentation in a clear and organized format for APD review. A crisis request may be submitted with an initial APD application when the circumstances support it; families do not necessarily have to complete the ordinary pre-enrollment process before requesting crisis consideration.

Florida law also establishes response periods for complete APD applications. Standard complete applications generally require a determination within 60 calendar days, while an applicant deemed to meet Category 1 crisis criteria may be subject to a 15-day eligibility determination period. These timeframes begin with a complete application, making accurate documentation and case preparation particularly important.

BBA’s role is to help families understand the process, organize the evidence, identify missing information, and present their circumstances as clearly and completely as possible. We cannot guarantee APD eligibility, priority-category placement, Medicaid waiver funding, or approval, and our services do not replace clinical evaluations, legal representation, or formal appeals.
